This is a five (5) session certificate program designed to enhance the knowledge and supplement the skills of non-supervisory support/clerical staff. There is no registration fee for staff of the Department of Public Safety and Correctional Services (DPSCS) and client agencies of the Police and Correctional Training Commissions (PCTC). To successfully complete the Administrative Excellence Training Program all participants are required to attend all five (5) sessions. The courses selected will provide an opportunity for staff to identify strategies that will be used daily to improve the quality of their workplace interactions. The topics are: Embracing Change, Problem Solving, Getting Organized, Communications, and Customer Service.
Supervisory approval is required and seating is limited to 25. Registrations will be accepted through the close of business Monday, April 22, 2013 or until the maximum number of participants is selected. The ICS-300 course is considered a mid-management level course offering a review of basic ICS components, ICS position responsibilities and relationships, understanding the planning process, developing objectives, resource management, unified command, and development and use of an Incident Action Plan. The course is both presentation and scenario based.
The ICS-400 course will give participants the knowledge necessary to operate within a response organization involving unified command, area command, a JFP while understanding the concepts of Multi-Agency Coordination Systems. The program covers managing major complex incidents, reviews concepts of the National Response Plan and discusses concepts of Area Command and the implementation of JFO's. A discussion of Delegation of Authorities will tie in to a discussion of differences between Unified Command, Area Command, and JFO's. The course will conclude with a clear outline and presentation of the concepts of a Multi-Agency Coordination System.

Students will learn of the great value cell phones have in criminal investigations. Course begins with a legal briefing on how to obtain cell phone information, search warrant language, and current case law. Next the students will learn the basics of cell phone operation, the data contained on cell phones, how to access that data, as well as properly preserve it. Finally the students will be briefed on the services available from the FBI’s Cellular Analysis Survey Team (CAST).
Formed in 2010, CAST exploits cell phone histories and cell tower information for every major cell provider to track the movements and patterns of subjects, often uncovering valuable leads that were not evident before. Team members are experts in the interpretation of cellular data and provide support for investigations.

The Sovereign Citizen Movement

The "sovereign citizen" movement is a right-wing anarchist ideology originating in the theories of a group called the Posse Comitatus. This class will introduce the attendee to the Sovereign Citizen extremists, which has exploded in recent years. The class will cover the history of the movement, signs and symbols of the sovereigns, officer safety and will introduce sovereign groups either in Maryland or groups Maryland law enforcement may encounter. Forensic Statement Analysis (FSA) is a scientific, investigative tool used to analyze written and/or oral statements taken from a person of "interest", whether a suspect, victim, complainant, or a witnesses since the ultimate goal is to identify the truth. FSA eliminates or minimized biases and prejudices and systematically determines the use and omissions of specific words, phrases, content, grammar and other identifiers to determine a truthful, balanced statement. A person's own words will ultimately and unwittingly betray them as they provide indicators of deception through hidden clues of: "omissions", "improper changes in language", "lack of commitment" as well as identifying close and distant relationships to other person's, objects and events.

Child First is an intensive, interactive, 5-day course combining lecture and hands-on experience in forensic interviewing. During this time they will participate in a series of lectures and hands-on activities designed to explain and demonstrate the RATAC™ forensic interview process for interviewing child abuse victims. The target audience is law enforcement officers, prosecutors, and child abuse professionals. Students will participate in an educational program that provides information about the manner in which children experience sexual abuse. At the culmination of the educational segment of the training, students will conduct a 30-minute interview with an actor playing the role of an abused child. Students will also interview a child about a non-abusive event. Both interviews will be critiqued by the Child First faculty.

This course will teach candidates the skills needed to teach defensive tactics at the entrance academy and in-service levels. The course will address all the objectives as detailed by MPCTC. This ten day course will include lectures: History of defensive tactics, DT and corrections, use-of-force issues, transfer of knowledge, safety in training, drill design and more. The course will concentrate on practical lessons of skills, including: combatives, self-defense techniques, ground fighting, weapon defenses and retention (edged weapon, handguns and long guns). Expandable Baton and O.C. (Pepper-Spray) instructors’ training and certification will be included. Candidates who successfully complete the course will receive a Defensive Tactics Instructor certification to include Baton and O.C. instructorships. This training is a very intense, hands-on and physically demanding course. Be prepared to sweat!
This class does require pre-requisites to be completed. Candidates interested in taking the DT Instructors course must have the following:
- Have attended and passed Instructors School (train the trainer).
- Have a basic understanding of defensive tactics, i.e. previous martial arts experience, extensive DT background or equivalent.
- Must complete the Cooper’s Fitness Assessment with a score no lower than 50% (the assessment will be administered the first day of the course).
- Student should not have any physical or other limitations that will affect their abilities to participate and complete any of the skills taught.

This four-day course is restricted to law enforcement officers currently in school-based assignments. Seating is limited. The course is designed to provide information and strategies for effective school-based policing in the prevention and intervention of school related threats to safety and security, as well as training for a Single Officer Response to Active Threats (Active Shooter) on a school campus. It includes two days of classroom instructing, one day of firearms simulator training, and one day of scenario training in a local school. This four-hour course provides participants with basic information concerning energetic materials—explosives and incendiaries—that could be used in a terrorist attack. This course is comprised of classroom presentations designed to familiarize participants with commercial and military explosives, improvised explosive devices, and appropriate response procedures.

The class features several components all geared towards providing the
necessary background to increase awareness and assist in the detection
of counterfeit goods.
Billions of dollars each year are lost to the trade in counterfeit goods.
The range of goods includes foods, toiletries, household goods,
pharmaceuticals, toys, clothing, car parts and more. This class will be
broken down into several components to allow you to better
understand the issues of counterfeiting’s impact across US society.
The class includes lectures and case studies by HSI and brands. There

Committed to the safety of students using their products and system, Simunition® has developed, along with FX® Marking Cartridges, a complete line of protective equipment and conversion kits. Our concern for safety has led us to include instructor-level training in the safe and effective staging of reality-based training using FX® technologies. The training also includes instructor updates and recertification.

In the Simunition® FX® Scenario Instructor and Safety Certification Course, the goal is to train as realistically as possible. Live OC and impact weapons are not allowed. Service ammunition is neither necessary nor permitted at any training site at any time during the course!
The first day will be spent in the classroom in casual, comfortable attire. The rest of the class will be spent conducting scenario-based training. It is during this time that the student will need their personal operational clothing and equipment. Simunition® will provide dedicated converted pistols as well as M4s and shotguns. Simunition® will also provide basic protective mask and throat protection, all training ammunition as well as training aids such as training impact weapons and training OC.
Students should bring to the course all of their duty operational equipment which they would normally wear; Athletic-cup style groin protection (mandatory); Duty-belt; Tac-lights; Hand-cuffs with keys; Appropriate footwear; Athletic and seasonal outdoor clothing; Long-sleeved BDUs; Full body covering (recommended); Protective gloves; Notebook and pen.

Understanding and Planning for School Bombing Incidents

Understanding the Threat discusses components of a school response plan including a bomb incident response plan. The section on threat and threat assessment includes warning signs of aggressive student behavior.
Responding to the Threat describes the types of threats and defines critical actions for documenting and responding. In addition, types of incident scenarios, critical response actions for each type of scenario, and the factors to consider in determining the most appropriate evacuation action are defined and described. The concepts of time, distance, and shielding discussed in the module are applicable to a wide variety of school incidents.
Recognizing Improvised Explosive Devices (IEDs) explains the major components of an IED and safety measures to consider with a suspicious device. Developing Preventive Measures discusses the importance of prevention and mitigation. Prevention includes school security assessments and security measures that serve to increase security and safety.
Mitigation is what schools do to reduce or eliminate risk and includes implementing critical components of a bomb response plan such as training and exercising the plan.

Members of the bar will be on hand to define and discuss the various degrees of sex offences as written in the Maryland Criminal Law and Procedures, and applicable case law. Crime Mapping is a five-day, hands-on computer-based course that covers the fundamentals of mapping crime for tactical, strategic, administrative, and operations analysis. After a review of the terminology and concepts of crime mapping, the class plunges directly into hands-on exercises using ArcGIS. Students learn how to explore base maps, import or link to police data, geocode addresses, perform spatial and attribute queries, create thematic maps, interpret crime maps, and create effective mapping products.
Course Instructor: Dr. Eric Piza – Dr. Eric L. Piza is a member of the Research Faculty at the Rutgers University School of Criminal Justice and the Research Director for Crime Analytics of the Rutgers Center on Public Security. He has over 10 years of Crime Mapping experience. Prior to coming to Rutgers, he served as the GIS Specialist for the Newark, NJ Police Department from 2007 to 2012. He was responsible for the agency’s GIS and evaluation activities, and worked collaboratively with the agency’s law enforcement and community partners on problem-solving projects. Previously, Eric spent 6 years at the Police Institute, a community policing think tank established by world renowned criminologist George Kelling, first as the GIS Analyst and then the Research Program Coordinator.

It will also provide the DARE America School Resource Officer training. Certification in this DARE Officer Training program will enable instructors to provide DARE programs in their local communities. Dorm lodging and two meals per day are included in this residential style training program.

Child First is an intensive, interactive, 5-day course combining lecture and hands-on experience in forensic interviewing. During this time they will participate in a series of lectures and hands-on activities designed to explain and demonstrate the RATAC™ forensic interview process for interviewing child abuse victims. The target audience is law enforcement officers, prosecutors, and child abuse professionals. Students will participate in an educational program that provides information about the manner in which children experience sexual abuse. At the culmination of the educational segment of the training, students will conduct a 30-minute interview with an actor playing the role of an abused child. Students will also interview a child about a non-abusive event. Both interviews will be critiqued by the Child First faculty.
