Maryland's Good Samaritan Law Training- E-Online Training Module

The Maryland State Police in partnership with the Public Safety Training Commission has made this online training module available to all law enforcement officers in Maryland through the Moodle Training Portal. This training will educate officers on Maryland's Good Samaritan law and its application to drug overdose cases. Under Maryland law, certain protections are afforded to individuals (witnesses, bystanders) who may be involved in, but render aid for an alcohol or drug overdose. This training outlines those protections and how they apply in overdose situations. This is a valuable training for any law enforcement officer, especially with the current opioid epidemic plaguing communities across the state, and can be easily completed in your station, home, or MDT in your car. This is a MPTC Certified course and 2 hours of online in-service credit is available for completion.

In 2014 the initial sessions of the Speed Monitoring System [SMS] Program Administrator’s training program, as required by TR § 21-809, were conducted by the Maryland Police Training Commission. In addition to providing training to existing SMS Program Administrators, TR § 21 809 requires any individual who is designated by a local jurisdiction as a NEW SMS Program Administrator also participate in the next available SMS Program Administrator’s Training Program. In order to assist local law enforcement agencies in meeting this requirement of the law, the Maryland Police Training Commission will conduct one (1) training session for NEW SMS Administrators or individuals who may become SMS Program Administrators in the near future. This training session will review the contents of TR § 21- 809; the duties and responsibilities of a SMS Program Administrator including contract monitoring/oversight and program policy and procedure development; SMS data reporting requirements and the format to be used to report data to the Maryland Police Training Commission; and a number of suggested best practices for a SMS program.
Please Note: There is NO IN-SERVICE training credit for this training program.

Does your organization have anyone factory certified? In today’s world of liability, problems are everywhere. You have to validate all aspects of your training coverage. Because of recent court cases, agencies are required to train their personnel as close to reality as possible. Nothing comes as close as training against a real person that has the ability to replicate an actual lethal force encounter, just like we may encounter any day on the street. The class is designed to provide training to instructors who will run training in your perspective department. The class covers all aspects of reality-based training and provides product information, program development, scenario design and implementation, instructor development and procedures to run training safely.
SIMUNITION® will provide pistol conversion kits as well as their associated equipment. They will also provide basic protective equipment, all training ammunition as well as training aids such as training impact weapons and inert chemical agents. If you choose to bring your own converted weapon(s) please see your instructor before the course starts. At no time are any lethal weapons or ammunition needed nor allowed during any of the training events.

The transition from the police academy to the "real" world is a critical step in the development of law enforcement officers. The field training program is the essential link in that officer development. Field Training Program options include the traditional San Jose model; the problem solving oriented Police Training Officer Reno model; and the Proficiency field training model. The Field Training and Evaluation Program does not advocate any particular model. Instead it incorporates the best of all models in a manner that is realistic and applicable to the current environment.
This program will highlight the concepts and philosophies that emphasize the "training" role of an FTO. It is the goal of this program to inform students of the skills, knowledge and abilities that are needed to become an FTO. Initially, the program examines the roles of the field training officer - specifically, the fact that the field training officer functions as the "supervisor" of a field trainee. The program also focuses on the fact that an FTO needs to possess and demonstrate skills in leadership and delegation. Additional components of the program instruct to the following:
- Fundamentals of effective communication;
- Counseling;
- The various roles of an FTO, including the FTO as a trainer;
- Challenges facing the FTO;
- Training liability and legal issues;
- COMAR Field Training Requirements

The program is a combination of classroom instructor and practical application. During the daily practical applications, students will
- Apply leadership traits and principles to an FTEP Program / training situation;
- Introduce trainee to FTEP expectations and standards;
- Rehearse counseling skills;
- Prepare a remedial training plan for a specific problem; and,
- Review evaluation instruments.

The new 35-hour Basic Instructor Training-Presentation Skills Class is designed for individuals who are interested in learning the basics of instruction. This course will give the student the basic skills to teach general topics, including the use of basic Power Point, as well as communication and presentation skills. The student will become familiar with the purpose of learning objectives and the components of a lesson plan. This is primarily a presentation skills class. The student will present four (4) class orations in this program. Completion of this course satisfies either the Police Training Commission or the Correctional Training Commission Instructor Certification training requirements.
**Requirements for Applicants** All applicants for the MPCTC Basic Instructor Training Program must receive approval from their home agency in order to register for this training. If a training coordinator or director registers a student for this program the required approval will be assumed. If a student registers themselves for the program proof of approval by their home agency must be provided before the registration is confirmed. The Changing Nature of Criminal Investigations

The criminal landscape in our country is changing. While burglaries and auto thefts have plummeted in recent years, cases of identity theft are on the rise. Gangs, which traditionally funded their operations through narcotic sales, are increasingly turning to cyber scams such as credit card fraud and fraudulent tax refunds and the “dark web” is rapidly becoming a preferred marketplace for a variety of criminal transactions. How these types of crimes are being carried out, and what law enforcement and correctional agencies need to do to combat them, will be the focus of this training.
Researchers now estimate that the total global revenue from illegal drug sales on the dark web “cryptomarkets” is between $12 and $21.1 million per month-and illegal drugs account for only a portion of criminal activity on the dark web. It also provides individuals access to guns and other weapons, while simultaneously creating space for illegal activity like contract killing, child exploitation, and terrorism. The proliferation of the internet for criminal purposes greatly expands the research of criminal organizations beyond a physical location.
Attendees will review a variety of case studies which illustrate how the “dark web” markets for illegal drugs and is contributing to the current national opioid crisis. Instructors will show how boots on the ground investigations are no longer sufficient. Today, investigators must also know how to explore and utilize many different forms of digital evidence to identify perpetrators.

This school is our premier handgun instructor school. Students are taught classroom instructional methods, how to effectively teach firearm operator skills, and how to develop dynamic and practical range training relevant to their agency's needs. Drills on the range enforce skills in the areas of coaching, accurate shot placement, multiple threats, decision-making, shooting while moving, identifying threats and firing in reduced light, tactical use of cover, concealed-carry training, one-handed malfunction clearing, firing from unconventional positions, and use of verbal commands. Each student makes a classroom presentation and must demonstrate his or her understanding of the course content through a written exam and pass a shooting skills proficiency course. This one-day professional development training is part of the FBI National Academy and will be presented by staff from their Executive Programs Instructional Unit. The class will be open to sworn personnel holding a supervisory position. Law Enforcement Executives are also encouraged to attend. This course focuses on the critical foundation of the law enforcement image in a community and how it is impacted by the public, the traditional media and social media. Through a series of philosophical discussions and practical demonstrations, students will gain an insight into the management and development of an effective leadership philosophy through mass communication strategies. Each participant will have the opportunity to develop an enhanced recognition of the vital connection between proactive law enforcement communication efforts and law enforcement operational and strategic effectiveness, as well as public trust that is developed through the lenses of traditional and social media. Through the course, students learn about creating and implementing a systematic approach to shape/deliver effective messages for any situation/event, develop the skills to effectively anticipate and respond to challenging communication demands placed on public safety leaders and their agencies. Practical exercises will help students develop the practical skills to communicate effectively and control all aspects of the public safety message in routine and crisis events. Students will also learn to how to orient their messaging to not "accommodate the media", but consider their agency’s own image in every encounter. There will be an emphasis on the importance of LE departments using social media to directly connect with the public/community rather than just relying on the traditional media.

Child First is an intensive, interactive, 5-day course combining lecture and hands-on experience in forensic interviewing. During this time they will participate in a series of lectures and hands-on activities designed to explain and demonstrate the RATAC™ forensic interview process for interviewing child abuse victims. The target audience is law enforcement officers, prosecutors, and child abuse professionals. Students will participate in an educational program that provides information about the manner in which children experience sexual abuse. At the culmination of the educational segment of the training, students will conduct a 30-minute interview with an actor playing the role of an abused child. Students will also interview a child about a non-abusive event. Both interviews will be critiqued by the Child First faculty.

This course will teach candidates the skills needed to teach defensive tactics at the entrance academy and in-service levels. Topics to be taught include Tactical Awareness, Teaching Philosophies in DT, Ground Defense, Takedowns, Takedown Defense, Weapon Retention and Takeaways, Tactical Cuffing, SPEAR Philosophies and use, Using Social Media/Video to our advantage as instructors, Personal Weapons, Recovery from a Grounded Position, Grappling, Clinch Defense/Offense, Krav Maga Choke Defenses, Classroom Safety/Limiting Injuries as a DT Instructor, Time Management as an Instructor. This training is a very intense, hands-on and physically demanding course. Extensive classroom work is required. The shotgun is one of the most underutilized tools available to officers because their training has failed to instill confidence in their abilities and eliminate the hesitation they have towards firing the shotgun. This school begins with a focus on the fundamentals of both pump and semi-automatic shotguns, ammunition, combat firing techniques, and the shotgun as a multi-purpose launching platform. Advanced range work includes moving targets, firing on the move, multiple threats, decision-making, select loading, speed reloading techniques, transitioning to handgun, one-hand malfunction clearing, identifying threats and firing in reduced light conditions. Students design a tactical course of fire and are responsible for developing a lesson plan and running fellow students through their course at the end of the week. (Officers must have successfully completed a law enforcement firearm instructor school that included general methods of instruction prior to attending this school. This is an advanced tactical shooting instructor school, and is not to be considered a basic shooting or methods of firearm instruction school.) In addition to the above mentioned equipment, the following are ALSO necessary for this school: Duty-type, law enforcement 12 gauge pump or semi-auto police shotgun equipped with a sling; 100 rounds of 12 gauge slug; 100 rounds of 12 gauge 00 buckshot; 500 rounds of birdshot (#6, #7½, #8 or #9); 100 rounds of duty or training handgun ammunition; The shotgun and buckshot must be capable of shooting a group no larger than 18 inches at 15 yards in order to pass the course.

The Tactical Shooting Instructor School is intended for the experienced and previously-trained and/or certified law enforcement firearm instructor looking to take his/her skills and agency's training programs to the next level. Basic MOI or "Method of Instruction" related lessons are not included in this school. This school is geared towards providing the law enforcement firearm instructor with the ability to create and implement sophisticated and practical agency-specific firearm training programs. Utilizing the NRA's "Street to Range" concept of training, the law enforcement firearm instructor will also come away with ideas and additional tools to provide their agency personnel with additional safe, realistic and tactically sound training on a realistic law enforcement firearm training budget. Students will spend five days engaged in thoughtful and provocative discussion, while addressing and responding to various range-run training scenarios utilizing their duty pistol and rifle. In addition to 100% daily attendance, there is a 50-question written test and 50-round rifle/pistol qualification course of fire that must be passed to successfully complete this course. Student instructors MUST possess strong firearm handling skills PRIOR to attending this school. The program concentrates on advanced shooting skills, use of the "safety circle" concept, pivoting and turning to fire, movement while firing, unconventional shooting positions, two-man patrol tactics, use of the back-up and off-duty pistol, how to introduce cost-effective decision-making training and stress inoculation into your programs, as well as reduced-light training with the pistol and rifle. Those considering attending this course must have a good working knowledge of ALL the firearms he/she will be using during this school and must have successfully completed a recognized law enforcement firearm instructor school that included general methods of instruction, AND have successfully completed a basic law enforcement or military rifle operator’s course. THIS is not a beginner’s school, and those attending who demonstrate a lack of basic handling skills with any of their firearms WILL be asked to leave. There will be no exceptions! In addition to the aforementioned equipment, the following is ALSO necessary for this school: A duty type, semi-automatic or pump-action, law enforcement carbine or rifle. Examples of suitable types of rifles would be: Any law enforcement pistol caliber carbine chambered in a recognized standard U.S. law enforcement accepted caliber (9mm, 10mm, .45 ACP, .357 Sig, .45 Gap, etc.); Any law enforcement rifle caliber carbine or rifle chambered in .223 Remington, 5.56 NATO, .308 Winchester or 7.62 NATO. (Rim-fire cartridges or rifles chambered to fire ammunition smaller than .22 caliber are not acceptable.); All rifles MUST be equipped with a sling. A duty type handgun suitable for uniformed police or military on-duty use, with a duty type holster, gun belt, magazine pouches, and at least 3 magazines (or speed loaders for revolvers); More magazines are recommended if using single-stack or low capacity magazine; A minimum of three long gun magazines (capable of holding a minimum of 20 rounds each) as appropriate; Secondary/back-up and/or off-duty handgun - A secondary or off-duty type handgun capable of being carried in a concealed location with an appropriate holster; Handgun may be a revolver or other semi-automatic; Holster for off-duty handgun drills may be IWB, ankle, paddle, fanny-pack, or other suitable concealed carry holster; Holster for back-up handgun drills should be of the same type actually used on the street; At least three magazines and/or speed loaders, and a pouch to carry them on a belt, are required for the secondary pistol. Duty belt and equipment are NOT suitable for back-up and off-duty exercises; 800 rounds of primary duty pistol ammunition; 800 rounds of rifle caliber ammunition; 50 rounds for the back-up/off-duty handgun; A cover garment or vest for concealed carry range exercises.

Child First is an intensive, interactive, 5-day course combining lecture and hands-on experience in forensic interviewing. During this time they will participate in a series of lectures and hands-on activities designed to explain and demonstrate the RATAC™ forensic interview process for interviewing child abuse victims. The target audience is law enforcement officers, prosecutors, and child abuse professionals. Students will participate in an educational program that provides information about the manner in which children experience sexual abuse. At the culmination of the educational segment of the training, students will conduct a 30-minute interview with an actor playing the role of an abused child. Students will also interview a child about a non-abusive event. Both interviews will be critiqued by the Child First faculty.

Prerequisite: for sworn law enforcement officers only. This course is designed to prepare first responders for an open-air active shooter encounter. It addresses a wide range of tactics and techniques when addressing an exterior armed aggressor. This hands-on course will cover equipment selection, vehicle ambushes, medical emergencies, vehicle and dismounted officer/citizen down rescue, individual/ team movement techniques, and emergency vehicle crisis response. Some participants attending this course have found it to be physically challenging. Officers attending this course should be able to walk moderate distances, jog, kneel, crawl, and lift moderate weight. This is an outside class and is routinely conducted during inclement weather conditions. Recommended Equipment: Good attitude, open mind, pen and paper, duty gear, clothing conducive for crawling around on the ground, water and or hydration system, body armor, long gun (if issued), and inclement weather gear (majority of course is outside regardless of weather conditions).

Increase your knowledge and skills with your GLOCK in 2 Days (16 Hours). This training course is designed and intended for public safety professionals who have successfully completed a basic pistol course and want to improve their skills. This course is not recommended for those who have not attended official training programs. This course is a dynamic shooting course that requires the ability to stand for long periods of time, shoot on the move, move into and recover quickly from kneeling and prone positions. Students will need to bring their GLOCK pistol, 1000 rounds of ammunition (NO RELOADS) and 10 dummy rounds, hat, eye and ear protection, duty holster and magazine pouch.
