Leadership Development Institute
Today's public safety leaders face a formidable challenge. Ensuring the safety of our communities, in ways that are consistent with the United States Constitution and supported by the public, is no easy task. Our leaders in law enforcement and corrections face challenges that include complex issues, conflicting demands from the community, changes in technology, increasing diversity in our communities, generational differences in the workforce, limited resources, the attention of social media and other factors that increase the difficulty of the job. Our leaders must face these challenges and lead their agencies, personnel and communities in ways that not only provide safety and security, but do so in a manner that engenders public support.
The Leadership Development Institute is committed to helping develop public safety leaders who meet these challenges. As our name connotes, we view the work of developing leaders as a process that starts at the beginning of a career.While many of our programs are targeted at supervisors, we recognize that leadership can and should be developed and exhibited by all personnel, regardless of position or title.
We work closely with public safety leaders from throughout the state, across all disciplines of public safety, to ensure that we are addressing current leadership needs in the field. We also work with academic institutions and professional organizations such as the Maryland Correctional Administrators Association, the Maryland Sheriffs Association and the Maryland Chiefs of Police Association to produce programs for our students.

LDI- First Line Supervisor Training

This is a Commissions approved mandated training program for newly or soon to be promoted public safety supervisors and must be taken within 12 months of their promotion. This program is offered as a 5 day program suitable for public safety personnel. The program content will include the use of interactive problem solving exercises and scenarios focusing on the fundamental skills required of all first line supervisors. The testing method for this program will be a daily quiz on the topics taught each day. Students must obtain a 75% or higher average among all quizzes and maintain at least a 90% attendance in order to receive credit for the class.There is a strict deadline for registration of 1-week prior to the first day of class.
PLEASE NOTE: Agencies holding a seat with a yet to-be-determined student will need to enter the information TWO MONTHS prior to the course start date. If student information is not entered by this time, the hold will be automatically removed from the roster.
The Date of Promotion to Current Rank is required to enroll in this course!

MCPI-2 Day Commercial & Residential Crime Prevention

This is a 2-day, 14 hour course focusing on commercial and residential security. This course will incorporate crime prevention methods used to assist officers on how to educate residential and business community members on keeping their property safer by removing or minimizing the opportunity for a crime to be committed. This includes instruction on how to conduct a commercial and residential security survey along with a practical exercise and final test.

MCPI-DARE Officer Certification Course
PSETC Sykesville

The D.A.R.E. program is evidence-based prevention education and is community-oriented. This course is required for initial certification of new DARE Instructors. Topics include: DARE curricula, working effectively in schools, comprehensive teaching strategies and methodologies, youth development and behavior management.
Both D.A.R.E. America and M.P.C.T.C. require this 80+ hour training course for certification of all new D.A.R.E. Instructors. Some additional coursework will be required of the student outside of the classroom and during regular class times. The focus of the training is to provide instructors with the skills necessary for successful classroom instruction and student learning. This training provides successful graduates with authorization to deliver the copyrighted D.A.R.E. Core curricula for K-12 school programs, as well as parent and community programs, and several enhancement lessons.
Participation in all sessions of the course, completion of all training objectives, and satisfactory skills performance are required for certification. It is required that participants be certified law enforcement officers with two years of experience; however, this requirement may be waived on a case-by-case basis.
Note: Client-agencies are defined as Maryland certified agencies under the regulated authority of the Maryland Police and Corrections Training Commissions (MPCTC). Interested persons from non-client (out-of-state) agencies can email a signed registration form which will be reviewed by the Maryland DARE Coordinator to Katie.Johnson@maryland.gov. All forms must have an approving signature in order to register the student. This can be an agency head, supervisor, or training coordinator – someone to authorize the student to take this course. Due to the fee associated with this program, MD Police & Correctional Training Commissions requires credit card information in order to process non-client enrollments (Visa or MasterCard).

LDI- First Line Administrator Training

This First Line Administrator Training Program is required by the Police and Correctional Training Commissions for all police and correctional personnel assigned or promoted into their department’s first line administrator rank. It meets all Mandated training objectives for First Line Administrators.

LDI- Civilian Supervisor Training

This 3-day course will provide civilian supervisors with ethical foundations of the role of a supervisor, provide practical application of interpersonal communications skills, give insight into Human Resources issues that supervisors are confronted with such as FMLA, ADA, EEO, Time & Attendance, and Absenteeism. Participants will learn about the value and importance of inclusivity and diversity in the workplace. The course will also focus on employment law, to include the formal process for discipline action and grievances. Supervisors will learn the basic steps of problem solving, conflict management, preparing a performance evaluation; and learn team-building skills.
Who should attend? The target audience for this course is civilian first line supervisors and/or aspiring supervisors.
Who should not attend? Sworn law enforcement or correctional certified supervisors and/or administrators, those individuals are required to attend the mandated 5 day (35 hours) First Line Supervisor & Administrator Programs.
Please Note: This course is not approved for in-service hours.
DPSCS personnel who are not assigned to an institution and/or do not have a training coordinator should email a signed registration form to Katie.Johnson@maryland.gov in order to enroll. All forms must have an approving signature in order to register the student. This can be an agency head, or unit supervisor – someone to authorize the student to take this course.
