Today's public safety leaders face a formidable challenge. Ensuring the safety of our communities, in ways that are consistent with the United States Constitution and supported by the public, is no easy task. Our leaders in law enforcement and corrections face challenges that include complex issues, conflicting demands from the community, changes in technology, increasing diversity in our communities, generational differences in the workforce, limited resources, the attention of social media and other factors that increase the difficulty of the job. Our leaders must face these challenges and lead their agencies, personnel and communities in ways that not only provide safety and security, but do so in a manner that engenders public support.
The Leadership Development Institute is committed to helping develop public safety leaders who meet these challenges. As our name connotes, we view the work of developing leaders as a process that starts at the beginning of a career.While many of our programs are targeted at supervisors, we recognize that leadership can and should be developed and exhibited by all personnel, regardless of position or title.
We work closely with public safety leaders from throughout the state, across all disciplines of public safety, to ensure that we are addressing current leadership needs in the field. We also work with academic institutions and professional organizations such as the Maryland Correctional Administrators Association, the Maryland Sheriffs Association and the Maryland Chiefs of Police Association to produce programs for our students.
Library/Research Facilities
Those training at the PSETC may visit the library between 8:00 a.m. and 4:00 p.m. For those lodging at PCTC the library closes at 10:00 p.m.
Traffic Safety Specialist Recognition Program
The Maryland Traffic Safety Specialist (TSS) program is a statewide recognition program for police officers who have attained distinctive levels of experience, training and proficiency in Highway Safety and Traffic Enforcement methods and procedures. This program is being administered by the Maryland Highway Safety Office.

LDI- First Line Supervisor Training

This is a Commissions approved mandated training program for newly or soon to be promoted public safety supervisors and must be taken within 12 months of their promotion. This program is offered as a 5 day program suitable for public safety personnel. The program content will include the use of interactive problem solving exercises and scenarios focusing on the fundamental skills required of all first line supervisors. The testing method for this program will be a daily quiz on the topics taught each day. Students must obtain a 75% or higher average among all quizzes and maintain at least a 90% attendance in order to receive credit for the class.There is a strict deadline for registration of 1-week prior to the first day of class.
PLEASE NOTE: Agencies holding a seat with a yet to-be-determined student will need to enter the information ONE MONTH prior to the course start date. If student information is not entered by this time, the hold will be automatically removed from the roster.

LDI- Candid Conversations about Race

This course is designed to allow the participants, who are law enforcement and public safety professionals, to learn about and become more aware of the complexities involved in conversations surrounding race and culture. Topics to be covered include culture and cultural script, data and trends in America, race in America, terminology, privilege, anti-racism, and courageous conversations.
The purpose of this training is to bring awareness and understanding to the complexities involved in conversations surrounding race and culture. Upon completion of the class, participants will be able to:
- Identify relevant events and ideologies that have shaped current public policy issues such as labor, housing, education, and criminal justice.
- Define terms such as oppression, discrimination, prejudice, privilege and power that are relevant in knowledge of cultural competence.
- Analyze the role that race, ethnicity, socio-economic status, gender, and sexual orientation play in influencing historical issues and contemporary events.
- Analyze how race intersects with other social hierarches such as gender, socio-economic status, sexual orientation, national origin, ethnicity and religion.
- Develop skills in listening and conflict resolution in order to apply these skills to cross-cultural dialogue.
- Interpret local and national statistics related to racial and gender inequity.

LDI- Civilian Supervisor Training

This 3 day on-line course will provide civilian supervisors with ethical foundations of the role of a supervisor, provide practical application of interpersonal communications skills, give insight into Human Resources issues that supervisors are confronted with such as FMLA, ADA, EEO, Time & Attendance, and Absenteeism. Participants will learn about the value and importance of inclusivity and diversity in the workplace. The course will also focus on employment law, to include the formal process for discipline action and grievances. Supervisors will learn the basic steps of problem solving, conflict management, preparing a performance evaluation; and learn team-building skills.
Who should attend? The target audience for this course is civilian first line supervisors and/or aspiring supervisors.
Who should not attend? Sworn law enforcement or correctional certified supervisors and/or administrators, those individuals are required to attend the mandated 5 day (35 hours) First Line Supervisor & Administrator Programs.
