The Maryland State Police in partnership with the Public Safety Training Commission has made this online training module available to all law enforcement officers in Maryland through the Moodle Training Portal. This training will educate officers on Maryland's Good Samaritan law and its application to drug overdose cases. Under Maryland law, certain protections are afforded to individuals (witnesses, bystanders) who may be involved in, but render aid for an alcohol or drug overdose. This training outlines those protections and how they apply in overdose situations. This is a valuable training for any law enforcement officer, especially with the current opioid epidemic plaguing communities across the state, and can be easily completed in your station, home, or MDT in your car. This is a MPTC Certified course and 2 hours of online in-service credit is available for completion.

This is a Commissions approved mandated training program for newly promoted supervisors that must be taken within 12 months of their promotion. This program is offered as a program suitable for public safety personnel. The program content will include the use of interactive problem solving exercises and scenarios focusing on the fundamental skills required of all first line supervisors. The testing method for this program will be a daily quiz on the topics taught each day. Students must obtain a 75% or higher average among all quizzes and maintain at least a 90% attendance in order to receive credit for the class.There is a strict deadline for registration of 1-week prior to the first day of class.
PLEASE NOTE: Agencies holding a seat with a yet to-be-determined student will need to enter the information 3 weeks prior to the course start date. If student information is not entered by this time, the hold will be automatically removed from the roster.

Attending instructors will learn the appropriate instructional methods for tactical isolation exercises and scenarios in realistic training. Those successfully completing this course will be able to develop Scenario and Isolation Exercise templates, select safe locations conducive to training, utilize the proper safety equipment, train and assign various support personnel, conduct and evaluate the tactical exercises and document the officer’s performance. Defensible evaluation and debriefing skills will be modeled throughout the course. This is a hands-on tactical training course.

Ammunition: Force-On-Force Ammunition Provided.
Equipment Required: Pistol and a Rifle or Shotgun, duty belt (or tactical vest) with all issued gear, body armor, flashlight and handcuffs with key. Participants should come prepared to train in all weather conditions and should bring a hydration system or water bottle. Wraparound eye protection, ear protection, and brimmed hats will be worn during all live fire training. Participants should wear clothing suitable for training, but similar to garments worn while working. Participants are advised to wear long-sleeve shirts. It is highly recommended that each student provides their own Converted Marking Cartridge Firearm and certified protective gear for force-on-force training. If the participant’s agency is unable to provide this training equipment, the necessary equipment will be provided however the student may not be issued a training weapon similar to their duty weapon.

The ability to recognize and effectively intervene with suicidal individuals is one of the most challenging aspects of crisis intervention. This course is recommended for those without formal mental health training like members of our law enforcement community. The course is designed to increase awareness of suicide, and equip participants with information and basic skills to respond to a person considering suicide. Discussions, demonstrations, and scenarios will be used to facilitate learning. This is an introductory level course. This course is applicable to, and open to, management supervisory, officer and civilian employees.
This course is FREE for Maryland law enforcement members and is limited to 25 students per class. Lunch will be provided by Special Olympics Maryland in grateful recognition of your selfless service.

Attention: The guidelines for enrolling in an MD Police & Correctional Training Commission (MPCTC) Instructor course have changed as of 2019. Please review all information carefully before requesting enrollment. Applicants not adhering to the new requirements will be denied the seat until prerequisites are met.
The 35-hour Basic Instructor Training Program is designed for individuals who are interested in learning the basics of instruction. This course will give the students the basic skills to teach general topics, including the use of basic PowerPoint, as well as communication and presentation skills. The students will become familiar with the purpose of learning objectives and the components of a lesson plan. This is primarily a presentation skills class. Completion of this course satisfies either the Police Training & Standards Commission or the Correctional Training Commission Instructor Certification training requirements.
Mandatory Prerequisites:
- For each enrollee, the agency head or training coordinator must submit an email to Katie.Johnson@maryland.gov stating the student name, course date enrolled and a 2-3 sentence description of why the student requires the training. Justification should include where the student will be teaching (academy or in-service) and how many hours per program.
- Please Note: MPCTC Instructor Certification is only required for those individuals who will be teaching more than 3 hours in any one MPCTC approved training program. An individual who provides 3 hours or less of instruction for a Commission-approved training course is exempt from the requirement to have instructor certification required under COMAR. Additional conditions and details on obtaining full Instructor Certification as required by MPCTC can be found here: mdle.net/approval.htm
- Agencies wishing to substitute a student will still need to provide the above justification. Walk-in substitutions will not be admitted without a signed justification from the agency head or training coordinator. Also, agencies holding a seat with a yet to-be-determined student will need to send in the justification at least 2 months prior to the course start date. If a student name and justification are not received by this time, the hold will be automatically removed from the roster.
- All applicants for the MPCTC Basic Instructor Training Program must receive approval from their home agency in order to register for this training (online registration implies approval). Students wishing to attend the course outside of authorization from their agency will not be permitted.
- Applicants from any non-client agencies will be admitted to the class only if there are vacant seats remaining within 1 week of the first day of training. Interested persons can email a signed registration form with payment method indicated to Katie.Johnson@maryland.gov to be added to the wait list. The transition from the police academy to the “real” world is a critical step in the development of law enforcement officers. The field training program is the essential link in that officer development. Field Training Program options include the traditional San Jose model; the problem solving oriented Police Training Officer Reno model; and the Proficiency field training model. The Field Training and Evaluation Program does not advocate any particular model. Instead it incorporates the best of all models in a manner that is realistic and applicable to the current environment.
This program will highlight the concepts and philosophies that emphasize the “training” role of an FTO. It is the goal of this program to inform students of the skills, knowledge and abilities that are needed to become an FTO. Initially, the program examines the roles of the field training officer – specifically, the fact that the field training officer functions as the “supervisor” of a field trainee. The program also focuses on the fact that an FTO needs to possess and demonstrate skills in leadership and delegation. Additional components of the program instruct to the following:

• The various roles of an FTO, including the FTO as a trainer;

• Review evaluation instruments.

The Firearms Training Unit has developed a new curriculum designed to further develop current firearms instructors. After the introduction of House Bill 218 (LEOSA) in 2005, agency firearms instructors are seeing more and more revolvers on their firing line. This is due to the fact that now retirees can come back and get their LEOSA permit to carry nationwide. Many of our older retirees carried revolvers when they were active and wish to do so in retirement. The problem this creates is that less and less current instructors are certified to teach revolver. If they aren’t certified in revolver, they cannot work a firing line with a revolver. This two day class will allow instructors to add the revolver to the list of weapons they are able to teach.
IMPORTANT NOTICES:
This class is for current Firearms Instructors ONLY and is only open to instructors who are not currently certified to teach revolver (no refreshers at this time). Also, this course is only open to MPCTC client-agencies. Client agencies are Maryland certified agencies under the regulated authority of the Maryland Police and Corrections Training Commissions (MPCTC).
A gear list will be sent as the course date nears. The Firearms Training Unit will be supplying the weapons, holsters, and speed loaders for each student. This course reviews the National DEC mission, vision and history, as well as risks to children and next steps you can take to improve the lives of Drug Endangered Children. This course presents a high-level overview from a national perspective and is designed to raise awareness of DEC efforts and encourage the learner to get started with their own DEC efforts.
Prenatal Substance Abuse: Why Should I Care?
This course describes how prenatal substance use has the potential to cause a variety of physical and developmental challenges for Drug Endangered Children (DEC) throughout their lives. You will be able to recognize the part you play in identifying children who are at risk, begin the earliest possible intervention even while they’re still in utero, and your ability to change the trajectory of the child’s life.
Postnatal Risks: How You Can Make a Difference
This course describes how postnatal exposure to an environment where there is substance use and or drug activity affects Drug Endangered Children (DEC) throughout their childhood and entire life. You will be able to recognize when a child is impacted and intervene as early as possible to maximize the child’s potential outcomes.
You Can Impact the Outcomes of Drug Endangered Children
This course describes the long-term impact and needs of Drug Endangered Children (DEC) throughout their childhood and into their adulthood. You will learn how Adverse Childhood Experiences (ACEs) such as growing up in households where substance use and drug activity are present impacts children long-term including cognitive deficits, emotional risks, high-risk behavior and health problems. The course also addresses the importance of early intervention and building resilience t0 change the trajectory of a child’s life and help to break the multigenerational cycle of substance abuse.

This is the basic course of instruction that covers the fundamental principles of methods and techniques involved in criminal interdiction for transportation interdiction officers. Topics covered: Interdiction at commercial and small airports, bus and train stations, hotels and motels, and at parcel facilities. Instruction also covers airport ramp check and indicators, K9 utilization in interdiction, law, asset forfeiture and an introduction to the El Paso Intelligence Center (EPIC).

The Instructor and Lesson Plan Development Training Program is designed for the individual who will be teaching in an academy and/or creating lesson plans for their agency. This course will give the student basic skills to teach general topics and create learning objectives and lesson plans. Also included in the training will be instruction on the use of basic PowerPoint software and communication and presentation skills. Completion of this course satisfies either the Police Training & Standards Commission or the Correctional Training Commission Instructor Certification training requirements.
Mandatory Prerequisites:
- For each enrollee, the agency head or training coordinator must submit an email to Katie.Johnson@maryland.gov stating the student name, course date enrolled and a 2-3 sentence description of why the student requires the training. Justification should include where the student will be teaching (academy or in-service) and how many hours per program.
- Please Note: MPCTC Instructor Certification is only required for those individuals who will be teaching more than 3 hours in any one MPCTC approved training program. An individual who provides 3 hours or less of instruction for a Commission-approved training course is exempt from the requirement to have instructor certification required under COMAR. Additional conditions and details on obtaining full Instructor Certification as required by MPCTC can be found here: mdle.net/approval.htm
- Agencies wishing to substitute a student will still need to provide the above justification. Walk-in substitutions will not be admitted without a signed justification from the agency head or training coordinator. The course is designed to work with current Firearms Instructor staff on improving their performance shooting skill sets and giving them additional tools to pass this knowledge and information to other officers within the Department. All of John's courses are focused on the mindset of teaching and passing information, not just shooting. John will cover in detail the “why” behind what is done in performance shooting as the class is broken down into three separate categories:
1. Marksmanship: This is the baseline of all shooting, which involves the proper alignment of the sights and pressing the trigger without disturbing the sight alignment.
2. Recoil management: Controlling the gun's recoil, as much as humanly possible, by grip and stance. The less the gun recoils, the less distance the sights travel, which allows the shooter to drive the sight back to the desired point of impact and engage faster with follow up shots.
3. Manipulation: This is the gun handling. This covers drawing the gun, magazine changes, malfunction drills, driving the gun and, all the functions that keep the gun operating.

The student who successfully completes the program will possess the prerequisites for certification under C.O.M.A.R. as either a Course Safety Officer or a Provisional Emergency Vehicle Operations Instructor. Attention: This course is for certified police officers only!

IMPORTANT NOTICES:
All registrations have a closing date of 1 month (30 days) prior to the course starting date. Any cancellations after the closing date may result in the forfeiture of the registration fee.
Cost may be waived if an agency supplies a MPCTC EVO Certified Instructor (per 2 enrolled students) and an agency training vehicle with the ability to re-fuel as necessary, for the entire program duration.
NEW REQUIRED PREREQUISITES AS OF 2019:
The guidelines for enrolling in an MD Police & Correctional Training Commission (MPCTC) Emergency Vehicle Operations Instructor course have changed as of 2019. Please review all information carefully before requesting enrollment. Applicants not adhering to the new requirements will be denied the seat until prerequisites are met.
Mandatory Prerequisites:
- Starting with the May 2019 Emergency Vehicle Operations Instructor Certification Program, all attendees must prequalify for admittance into the class. The prequalification will consist of a predetermined course that must be completed within a defined time, without striking any cones. The Drivers Training Facility staff will set 4 days/time frame, prior to the start date of the Instructors School, to allow potential student to qualify for admittance into the Instructors School.
- Individuals that do not prequalify or fail to meet the prequalification standard, as administered by the MPCTC Drivers Training Staff, may not be permitted into the course of instruction. Each potential attendee will be given 2 opportunities to successfully pass the prerequisite qualification course. The two prequalification attempts may be performed on the same day or on a separate date of the 4 predetermined dates.
- The maximum number of potential students that will be permitted to meet the prequalification standard is set at 2 per agency per class. In the event that an Agency’s desired attendee does not successfully complete the prerequisite, that agency may substitute another potential attendee as long as they meet the standard on the prescribed days/times outlined.
- Students on the wait list are welcome to complete the prequalification so to be approved if seats should become available.
Process for Scheduling a Pre-Test:
- Potential Candidates will contact the Drivers Training Unit at 410-549-5732 (option #1) to schedule the test prior to the test date. The potential candidate will be given a start time. This start time will reflect the time the test will commence.
- Potential Candidates must arrive at the Tactical Course entrance gate a minimum of 15 minutes prior to their assigned test time for the safety brief and testing overview. The potential Candidate will receive instruction and then attempt a qualification. The vehicle used for qualification shall be determined by the DTF staff and be ready for testing. The test shall be the Entry Level Combined Skills Practical. This course encompasses skid control, precision skills, hazard recognition and emergency response at a recruit level.
- The standard is that of the DTF Entry/Recruit Level EVO class with a required overall proficiency of 75% or greater, without any cone strikes, within a 6 minute 30 second time limit.

The MPCTC Firearms Training Facility will host this 2 day program. The program content focuses on the mechanical functioning, maintenance, troubleshooting, and field repair of the SIG SAUER law enforcement classic pistol line, to include the P220, P226, P229, and P239 pistols.
This is a hand’s on program that teaches and guides each participant through all armorer operations, step by step with the instructor. Active participation in disassembly and assembly procedures coupled with question and answer periods provide the type of learning environment favorable for the retention of the material. Written and practical exams are administered to test the working knowledge of each participant.
The curriculum enables law enforcement armorers to develop a pistol maintenance program on the inspection and servicing of the SIG SAUER law enforcement pistols for their departments. Following successful program completion, certification / re-certification to perform these procedures is valid for a period of three (3) years. This is of major importance to the agency as it maintains current practices and procedures for factory authorized maintenance on law enforcement pistols within the department.

Any deliberate effort made by an offender before police arrive to alter the pristine condition of a crime scene to purposely thwart the investigation and frustrate the overall criminal justice process is the essence of crime scene staging. Crime scene staging could be increasing due to public fascination with crime scene related media, enhanced awareness of forensic science application, and/or offenders’ belief in their understanding of how crime scenes should look. This comprehensive, 24-hour course is designed for crime scene investigators, detectives, crime laboratory analysts, and other forensic professionals involved in crime scene examination related work. This course explores what is known about crime scene staging and instructs students on how to use a new methodology for the early detection and analysis of potentially stated crime scenes. This course also integrates critical documentation techniques used to create a permanent record of bloodstain pattern evidence and/or firearms-related incident evidence for the purpose of a comprehensive, multi-disciplinary crime scene reconstruction towards supporting or refuting claims made by a would-be crime scene stager.
