IMPORTANT NOTICES:
All registrations have a closing date of 2 weeks (14 days) prior to the course starting date. Any cancellations after the closing date may result in the forfeiture of the registration fee.
For client agencies that are Local Government Insurance Trust members, (LGIT) the agency training coordinator is required to register through MDLE. Please note LGIT in parentheses after the last name of the student. The request will only be confirmed when the LGIT Coordinator verifies the participants authorization under LGIT. The cost may be waived if an agency supplies a MPCTC EVO Certified Instructor (per 2 enrolled students) and an agency training vehicle with the ability to re-fuel as necessary, for the entire program duration. However, payment method MUST BE PROVIDED upon enrollment and will be edited after the course conclusion if applicable.

Basic Instructor Training (5-day)

Attention: The guidelines for enrolling in an MD Police & Correctional Training Commission (MPCTC) Instructor course have changed as of 2019. Please review all information carefully before requesting enrollment. Applicants not adhering to the new requirements will be denied the seat until prerequisites are met.
The 35-hour Basic Instructor Training Program is designed for individuals who are interested in learning the basics of instruction. This course will give the students the basic skills to teach general topics, including the use of basic PowerPoint, as well as communication and presentation skills. The students will become familiar with the purpose of learning objectives and the components of a lesson plan. This is primarily a presentation skills class. Completion of this course satisfies either the Police Training & Standards Commission or the Correctional Training Commission Instructor Certification training requirements.
Mandatory Prerequisites:
- For each enrollee, the agency head or training coordinator must submit an email to Katie.Johnson@maryland.gov stating the student name, course date enrolled and a 2-3 sentence description of why the student requires the training. Justification should include where the student will be teaching (academy or in-service) and how many hours per program.
- This course is limited to 3 students per agency. If the class is full and a training coordinator wishes to place a student on the waitlist, please complete the Basic Instructor Waitlist Request Form. Contact Katie.Johnson@maryland.gov with any questions.
- Please Note: MPCTC Instructor Certification is only required for those individuals who will be teaching more than 3 hours in any one MPCTC approved training program. An individual who provides 3 hours or less of instruction for a Commission-approved training course is exempt from the requirement to have instructor certification required under COMAR. Additional conditions and details on obtaining full Instructor Certification as required by MPCTC can be found here: mdle.net/approval.htm
- Agencies wishing to substitute a student will still need to provide the above justification. Walk-in substitutions will not be admitted without a signed justification from the agency head or training coordinator. Also, agencies holding a seat with a yet to-be-determined student will need to send in the justification at least 2 months prior to the course start date. If a student name and justification are not received by this time, the hold will be automatically removed from the roster.
- All applicants for the MPCTC Basic Instructor Training Program must receive approval from their home agency in order to register for this training (online registration implies approval). Students wishing to attend the course outside of authorization from their agency will not be permitted.
- Applicants from any non-client agencies will be admitted to the class only if there are vacant seats remaining within 1 week of the first day of training. Client Agencies are Maryland certified agencies under the regulated authority of the Maryland Police and Corrections Training Commissions (MPCTC). Interested persons can email a signed registration form to Katie.Johnson@maryland.gov to be added to the wait list. All forms must have an approving signature in order to register the student. This course is designed to certify students to be factory trained armorers for the Smith & Wesson M&P 2.0 Pistol. Focus will be on nomenclature, field stripping and maintenance, safeties and safety checks, detailed disassembly, troubleshooting and minor repairs. The DARE Mentor Officer Training (MOT) is co-hosted by the Maryland Police & Correctional Training Commissions in partnership with the Virginia DARE Training Center.
Interested DARE Officers should be sure to review the MOT Process Guidelines Letter before applying. It’s important for applicants to have a clear understanding of the commitment and conditions of Mentor certification. The following is included within DARE America policy. A Mentor candidate must:
- Be a certified and active D.A.R.E. instructor
- Successfully complete Mentor training
- Serve as an Apprentice during a two week DARE Officer Training within one year of Mentor training
- Participate as a member of a training team in at least one DOT within a consecutive 24-month period to maintain Mentor status. Mentors may also be requested for other DARE training opportunities
All MOT applicants must submit the DARE MOT application to their Regional Director for consideration to attend. Applications must include an agency letter of acknowledgement, and all required signatures.
Once approved, the agency’s training coordinator must enroll the student via the MPCTC Online Registration System. The MOT will be filled on a first come basis.
Lodging for this program is not required but highly recommended. The MPCTC Lodging Reservation Form can be submitted to MPCTC Guest Services.

The transition from the police academy to the “real” world is a critical step in the development of law enforcement officers. The field training program is the essential link in that officer development. Field Training Program options include the traditional San Jose model; the problem solving oriented Police Training Officer Reno model; and the Proficiency field training model. The Field Training and Evaluation Program does not advocate any particular model. Instead it incorporates the best of all models in a manner that is realistic and applicable to the current environment.
This program will highlight the concepts and philosophies that emphasize the “training” role of an FTO. It is the goal of this program to inform students of the skills, knowledge and abilities that are needed to become an FTO. Initially, the program examines the roles of the field training officer – specifically, the fact that the field training officer functions as the “supervisor” of a field trainee. The program also focuses on the fact that an FTO needs to possess and demonstrate skills in leadership and delegation. Additional components of the program instruct to the following:
• Fundamentals of effective communication;
• Counseling;
• The various roles of an FTO, including the FTO as a trainer;
• Challenges facing the FTO;
• Training liability and legal issues;
• COMAR Field Training Requirements

• Diversity and Generational Differences
The program is a combination of classroom instructor and practical application. During the daily practical applications, students will
• Apply leadership traits and principles to an FTEP Program / training situation;
• Introduce trainee to FTEP expectations and standards;
• Rehearse counseling skills;
• Prepare a remedial training plan for a specific problem; and,
• Review evaluation instruments.

The Police Entry Level Program course of instruction for members of small to medium-sized police agencies. The Police Academy curriculum incorporates community policing strategies with a strong emphasis on Scenario-Based Learning (SBL) activities throughout the training. The course serves officers from municipal police departments, county sheriffs’ offices, school and university police departments and home detention units WHO DO NOT HAVE AN ENTRY LEVEL TRAINING PROGRAM. PLEASE NOTE: This academy will be limited to 24 students. Those who enter TBD seats must provide the names by February 1st as noted below. All registered applicants can attend the physical assessment as long as names are provided on the online roster by the deadline.
Applicant names must be updated on the PELTP online roster no later than close-of-business on Wednesday, February 1st, 2023. Names received after this date will not be allowed to attend the assessment. Training coordinators can login and click "edit" under the TBD name in order to update the information. If you no longer need the same amount of seats in the upcoming academy, please be sure to login and remove any unnecessary entries.
The Entry Physical Fitness Assessment date is set for Saturday, February 4, 2023 beginning at 9:00am at the MPCTC Physical Training Center, 905 2nd St, Sykesville. The Fitness Assessment Requirements have been updated as of November 2022 for the MPCTC PEL academy! Agencies and recruits should be sure to review the PEL Entry Physical Fitness Requirements prior to the assessment. Also, a signed medical affirmation must be presented for each candidate on the day of the assessment or they will not be able to participate.
Agency Orientation is scheduled for Wednesday, February 15th, 2023 at 10:00am in Sykesville. Full details will be sent to agencies as the date nears.
Recruit Orientation will be held Saturday, February 18th, 2023 at 9:00am at MPCTC. Information will be provided prior to the orientation date.

Client Agencies are Maryland certified agencies under the regulated authority of the Maryland Police and Corrections Training Commissions (MPCTC).
- Students are required to bring: a M16/AR15 Rifle equipped with iron sights and a military style web sling with a metal keeper for length adjustment, 800 rounds of .223 Remington rifle and 100 rounds of handgun duty ammunition, duty belt with holster and service pistol. Students are required to bring note taking material. A manual will be provided during the program with an electronic copy given at the conclusion of the program.

LDI- First Line Supervisor Training

This is a Commissions approved mandated training program for newly or soon to be promoted public safety supervisors and must be taken within 12 months of their promotion. This program is offered as a 5 day program suitable for public safety personnel. The program content will include the use of interactive problem solving exercises and scenarios focusing on the fundamental skills required of all first line supervisors. The testing method for this program will be a daily quiz on the topics taught each day. Students must obtain a 75% or higher average among all quizzes and maintain at least a 90% attendance in order to receive credit for the class.There is a strict deadline for registration of 1-week prior to the first day of class.
PLEASE NOTE: Agencies holding a seat with a yet to-be-determined student will need to enter the information ONE MONTH prior to the course start date. If student information is not entered by this time, the hold will be automatically removed from the roster.

This two-week school is a basic firearms program for pistol and Type 4 Long Gun (shotgun) for law enforcement and correctional officers. Applicants not adhering to the new requirements will be denied the seat until prerequisites are met.
- All students requesting enrollment are required to have scored a minimum of 85% on the last two years of day-fire handgun qualifications (this applies to duty weapon only, not secondary). These scores will be verified by the MPCTC Registrar before confirming enrollment. Students not meeting this requirement will be automatically denied a seat in the course.

This regulation establishes minimum requirements for classroom instruction and firearms training and qualification course of fire for the certification of instructor classifications. The minimum passing score Commission-approved instructor qualification course of fire for handgun and Type 4 Long Gun is 90%. Per COMAR, applicants for Firearms Instructor need two or more years employment as a law enforcement or correctional officer within the last 5 years, during which employment the individual was authorized to use or carry a firearm for a minimum of 2 years.

The Instructor and Lesson Plan Development Training Program is designed for the individual who will be teaching in an academy and/or creating lesson plans for their agency. This course will give the student basic skills to teach general topics and create learning objectives and lesson plans. Completion of this course satisfies either the Police Training & Standards Commission or the Correctional Training Commission Instructor Certification training requirements.
Mandatory Prerequisites:
- For each enrollee, the agency head or training coordinator must submit an email to Katie.Johnson@maryland.gov stating the student name, course date enrolled and a 2-3 sentence description of why the student requires the training. Justification should include where the student will be teaching (academy or in-service) and how many hours per program.

- Please Note: MPCTC Instructor Certification is only required for those individuals who will be teaching more than 3 hours in any one MPCTC approved training program. This course provides first responders and emergency managers with the knowledge and tools necessary to detect, identify, track, assess, respond and report UAS activity. Participants are presented with information on the current UAS terrorist and criminal threat, technology, and analog and electronic detection techniques. Participants are guided through demonstrations and exercises on the varying UAS types, their capabilities, and simulated threats involving Improvised Explosive Devices (IEDs).
The DART course was designed for all emergency response disciplines and their partnering agencies. The course emphasizes the criminal and terrorist aspect of weaponized drones and associated response considerations. It further explores how drones, albeit not necessarily perceived as a threat, can disrupt or impede emergency response operations, transportation (air, ground and rail), and large events or gatherings. The course also explores the legal and policy implications related to mitigation of the unwanted activity. Furthermore, the course emphasizes the impact on public safety emergency response, protection of critical infrastructure, coordination/collaboration/communication of stakeholders, and integrated response; and incorporates case studies and real-world events to illustrate and enhance the course objectives.
Note: The DART class focuses on countering the threat of drones and how drones can be utilized to disrupt emergency operations. The entirety of the course is presented within the classroom setting, and examples of the use of drones is presented in a video format. The course does not relate to training individuals to pilot drones.

The MPCTC Firearms Training Facility will host this 2 day program. The program content focuses on the mechanical functioning, maintenance, troubleshooting, and field repair of the SIG SAUER law enforcement classic pistol line, to include the P220, P226, P229, and P239 pistols.
This is a hand’s on program that teaches and guides each participant through all armorer operations, step by step with the instructor. Active participation in disassembly and assembly procedures coupled with question and answer periods provide the type of learning environment favorable for the retention of the material. Written and practical exams are administered to test the working knowledge of each participant.
The curriculum enables law enforcement armorers to develop a pistol maintenance program on the inspection and servicing of the SIG SAUER law enforcement pistols for their departments. This First Line Administrator Training Program is required by the Police and Correctional Training Commissions for all police and correctional personnel assigned or promoted into their department’s first line administrator rank. It meets all Mandated training objectives for First Line Administrators.

FTF-Revolver Conversion (2-day)

The Firearms Training Unit has developed a new curriculum designed to further develop current firearms instructors. After the introduction of House Bill 218 (LEOSA) in 2005, agency firearms instructors are seeing more and more revolvers on their firing line. This is due to the fact that now retirees can come back and get their LEOSA permit to carry nationwide. Many of our older retirees carried revolvers when they were active and wish to do so in retirement. The problem this creates is that less and less current instructors are certified to teach revolver. If they aren’t certified in revolver, they cannot work a firing line with a revolver. This two day class will allow instructors to add the revolver to the list of weapons they are able to teach.
IMPORTANT NOTICES:
This class is for current Firearms Instructors ONLY and is only open to instructors who are not currently certified to teach revolver (no refreshers at this time). Also, this course is only open to MPCTC client-agencies. Client agencies are Maryland certified agencies under the regulated authority of the Maryland Police and Corrections Training Commissions (MPCTC).
A gear list will be sent as the course date nears. The Firearms Training Unit will be supplying the weapons, holsters, and speed loaders for each student.
