Register now for the 23rd Annual Instructors’ Awards & Training Conference on Thursday, October 5th, 2023 hosted by the Maryland Police and Correctional Training Commissions at the Public Safety Education & Training Center in Sykesville, MD. The fee for 2023 will be $60 per person, which includes the opening ceremony, two training sessions, a networking luncheon and an afternoon discussion panel. The discussion panel will feature subject matter experts of instruction & leadership, who will lead discussions and answer questions from participants.

Interested attendees should contact their agency’s training coordinator in order to enroll via the MPCTC Registration System, training.mdle.net. Once confirmed on the roster, a separate session selection form will be sent to students. Attendees can view the session description and instructor biographies by visiting this link. Attendees can submit questions for the discussion panel via this form as well.
If your agency has personnel who would like to attend the awards ceremony ONLY in support of an Instructor, but not the entire Conference, they can do so by submitting an RSVP via the Ceremony Only RSVP Form. These folks will sign-in separately on the day of the event. They will not have to pay the Conference fee, but will not be entitled to giveaways, training sessions and meals. They will be expected to depart after the awards ceremony concludes. Agency personnel who are attending the entire Conference should register via their training coordinators as noted above. Attendees should only be enrolled via ONE of the two forms.
Client Agencies are Maryland certified agencies under the regulated authority of the Maryland Police and Corrections Training Commissions. Non-client agencies interested in attending the Conference should email a signed registration form to Katie.Johnson@maryland.gov in order to enroll. All forms must have an approving signature in order to register the student. This can be an agency head, or unit supervisor – someone to authorize the student to take this course. The fee for non-client attendees is $100. MD Police & Correctional Training Commissions requires credit card information in order to process non-client enrollments (Visa or MasterCard).
This year's deadline is Friday, September 29th, 2023 for registration and RSVP.

Comparative Compliance Training Course is an abbreviated entrance level program designed for previously certified Maryland police officers who have been separated from law enforcement between 3 and 5 years, and non-Maryland officers who completed an acceptable entrance level academy in another state or through the federal government. Training topics include Maryland criminal and traffic law, juvenile law and procedures, and advanced first aid.

Attention: The guidelines for enrolling in an MD Police & Correctional Training Commission (MPCTC) Instructor course have changed as of 2019. Please review all information carefully before requesting enrollment. Applicants not adhering to the new requirements will be denied the seat until prerequisites are met.
The 35-hour Basic Instructor Training Program is designed for individuals who are interested in learning the basics of instruction. This course will give the students the basic skills to teach general topics, including the use of basic PowerPoint, as well as communication and presentation skills. The students will become familiar with the purpose of learning objectives and the components of a lesson plan. This is primarily a presentation skills class. Completion of this course satisfies either the Police Training & Standards Commission or the Correctional Training Commission Instructor Certification training requirements.
Mandatory Prerequisites:
- For each enrollee, the agency head or training coordinator must submit an email to Katie.Johnson@maryland.gov stating the student name, course date enrolled and a 2-3 sentence description of why the student requires the training. Justification should include where the student will be teaching (academy or in-service) and how many hours per program.
- This course is limited to 3 students per agency. If the class is full and a training coordinator wishes to place a student on the waitlist, please complete the Basic Instructor Waitlist Request Form. Contact Katie.Johnson@maryland.gov with any questions.
- Please Note: MPCTC Instructor Certification is only required for those individuals who will be teaching more than 3 hours in any one MPCTC approved training program. An individual who provides 3 hours or less of instruction for a Commission-approved training course is exempt from the requirement to have instructor certification required under COMAR. Additional conditions and details on obtaining full Instructor Certification as required by MPCTC can be found here: mdle.net/approval.htm
- Agencies wishing to substitute a student will still need to provide the above justification. Walk-in substitutions will not be admitted without a signed justification from the agency head or training coordinator. Also, agencies holding a seat with a yet to-be-determined student will need to send in the justification at least 2 months prior to the course start date. If a student name and justification are not received by this time, the hold will be automatically removed from the roster.
- All applicants for the MPCTC Basic Instructor Training Program must receive approval from their home agency in order to register for this training (online registration implies approval). Students wishing to attend the course outside of authorization from their agency will not be permitted.
- Applicants from any non-client agencies will be admitted to the class only if there are vacant seats remaining within 1 week of the first day of training. This is a Commissions approved mandated training program for newly or soon to be promoted public safety supervisors and must be taken within 12 months of their promotion. This program is offered as a 5 day program suitable for public safety personnel. The program content will include the use of interactive problem solving exercises and scenarios focusing on the fundamental skills required of all first line supervisors. The testing method for this program will be a daily quiz on the topics taught each day. Students must obtain a 75% or higher average among all quizzes and maintain at least a 90% attendance in order to receive credit for the class.There is a strict deadline for registration of 1-week prior to the first day of class.
PLEASE NOTE: Agencies holding a seat with a yet to-be-determined student will need to enter the information TWO MONTHS prior to the course start date. If student information is not entered by this time, the hold will be automatically removed from the roster.

The transition from the police academy to the “real” world is a critical step in the development of law enforcement officers. The field training program is the essential link in that officer development. Field Training Program options include the traditional San Jose model; the problem solving oriented Police Training Officer Reno model; and the Proficiency field training model. The Field Training and Evaluation Program does not advocate any particular model. Instead it incorporates the best of all models in a manner that is realistic and applicable to the current environment.
This program will highlight the concepts and philosophies that emphasize the “training” role of an FTO. It is the goal of this program to inform students of the skills, knowledge and abilities that are needed to become an FTO. Initially, the program examines the roles of the field training officer – specifically, the fact that the field training officer functions as the “supervisor” of a field trainee. - All registrations have a closing date of 1 month (30 days) prior to the course starting date. Any cancellations after the closing date may result in the forfeiture of the registration fee. The cost may be waived if an agency supplies a MPCTC EVO Certified Instructor (per 2 enrolled students) and an agency training vehicle with the ability to re-fuel as necessary, for the entire program duration. However, payment method MUST BE PROVIDED upon enrollment and will be edited after the course conclusion if applicable.
- Agencies holding a seat with a yet to-be-determined student will need to enter the information ONE MONTH prior to the FIRST TESTING DATE. If student information is not entered by this time, the hold will be automatically removed from the roster.
- All attendees must prequalify for admittance into the class, and should CAREFULLY REVIEW the prequalification information sheet. This link also provides information on how to schedule a pre-test. Students should call no more than 60 days in advance of the first testing date. All testing must be scheduled at least 2 weeks prior to the first testing date! This is an intense course designed to teach anyone from novice to the highly experienced, the complete picture of the firearm field, make you a competent Specialist, and put you on the pathway to becoming one of the most firearm-knowledgeable people in the country. Post-seminar online testing is included, which certifies the attendee as a Firearm Specialist upon successful completion.
Attendees are taught 14 aspects of the field of firearms/ammunition at a crawl-walk-run pace. Most reach the ability to pass the online quizzes shortly after the seminar but have up to 6 months to do so at their leisure, if further study is needed, using our free online videos. Attendees will be able to encounter a wide variety of firearms and ammunition, and be able to safely clear, accurately identify, to classify, and to competently categorize any firearm or ammunition, even the oldest obscure foreign military examples, all within ATF and State guidelines. They will be confident in making determinations as to Gun Control Act and
National Firearms Act status and avoid overlooking violations and items which are illegal contraband. The issues of mis-ID, unfamiliarity with obscure facets of the firearm field, and unsafe practices will be solved, avoiding the misinformation and lack of information which plagues law enforcement and the firearm industry. The course is designed to enable one to immediately interpret what he/she sees, and to apply their knowledge in making an accurate determination as to an item’s origin, it’s status under the law, and its method of mechanical operation. The Instructor and Lesson Plan Development Training Program is designed for the individual who will be teaching in an academy and/or creating lesson plans for their agency. Completion of this course satisfies either the Police Training & Standards Commission or the Correctional Training Commission Instructor Certification training requirements.
Mandatory Prerequisites:
- For each enrollee, the agency head or training coordinator must submit an email to Katie.Johnson@maryland.gov stating the student name, course date enrolled and a 2-3 sentence description of why the student requires the training. Justification should include where the student will be teaching (academy or in-service) and how many hours per program.
- This course is limited to 3 students per agency. Training coordinators can contact Katie.Johnson@maryland.gov to add students to the wait list.
- Please Note: MPCTC Instructor Certification is only required for those individuals who will be teaching more than 3 hours in any one MPCTC approved training program. An individual who provides 3 hours or less of instruction for a Commission-approved training course is exempt from the requirement to have instructor certification required under COMAR. Additional conditions and details on obtaining full Instructor Certification as required by MPCTC can be found here: mdle.net/approval.htm
- Agencies wishing to substitute a student will still need to provide the above justification. Walk-in substitutions will not be admitted without a signed justification from the agency head or training coordinator. FTF-Firearms Instructor School

This two-week school is a basic firearms program for pistol and Type 4 Long Gun (shotgun) for law enforcement and correctional officers. It meets all minimum standards established by the Maryland Police and Correctional Training Commissions. Please review all information carefully before requesting enrollment.
PREREQUISITES: Applicants not adhering to the listed requirements will be denied the seat until prerequisites are met.
- All students requesting enrollment are required to have scored a minimum of 85% on the last two years of day-fire handgun qualifications (this applies to duty weapon only, not secondary). These scores will be verified by the MPCTC Registrar before confirming enrollment. Students not meeting this requirement will be automatically denied a seat in the course.
- All registrations have a closing date of 1 month (30 days) prior to the course starting date. Any cancellations after the closing date may result in the forfeiture of the registration fee.
- This course is limited to 2 STUDENTS per agency. Training coordinators can contact Katie.Johnson@maryland.gov to add students to the wait list. This restriction will be lifted if seats remain available 2 months prior to each program's start date.

- Students should review COMAR 12.04.06.12 “Certification – Firearms Provisional Instructor, Line Instructor and Firearms Instructor” prior to attending the course. This regulation establishes minimum requirements for classroom instruction and firearms training and qualification course of fire for the certification of instructor classifications. The minimum passing score Commission-approved instructor qualification course of fire for handgun and Type 4 Long Gun is 90%. Per COMAR, applicants for Firearms Instructor need two or more years employment as a law enforcement or correctional officer within the last 5 years, during which employment the individual was authorized to use or carry a firearm for a minimum of 2 years.

LDI- First Line Administrator Training

This First Line Administrator Training Program is required by the Police and Correctional Training Commissions for all police and correctional personnel assigned or promoted into their department’s first line administrator rank. It meets all Mandated training objectives for First Line Administrators.
The program facilitates the understanding of effective management and leadership. Instructors guide students through scenario-based learning and problem identification and resolution that is geared to supporting the student’s success in their role as a First Line Administrator. The testing method for this program will be a daily quiz on topics taught each day. Students must score 75% or higher average among all the quizzes and maintain at least a 90% attendance in order to receive credit for the class.There is a strict deadline for registration of 1-week prior to the first day of class.
PLEASE NOTE: Agencies holding a seat with a yet to-be-determined student will need to enter the information TWO MONTHS prior to the course start date. If student information is not entered by this time, the hold will be automatically removed from the roster.
The Date of Promotion to Current Rank is required to enroll in this course!

This 3-day course will provide civilian supervisors with ethical foundations of the role of a supervisor, provide practical application of interpersonal communications skills, give insight into Human Resources issues that supervisors are confronted with such as FMLA, ADA, EEO, Time & Attendance, and Absenteeism. Participants will learn about the value and importance of inclusivity and diversity in the workplace. The course will also focus on employment law, to include the formal process for discipline action and grievances. Who should attend? The target audience for this course is civilian first line supervisors and/or aspiring supervisors.

The 1 week program is for law enforcement and correctional officers. It is designed to instruct the officer in the basic rifle. It meets all minimum standards established by MPCTC. Please review all information carefully before requesting enrollment.
REQUIREMENTS:
- All registrations have a closing date of 1 month (30 days) prior to the course starting date. Any cancellations after the closing date may result in the forfeiture of the registration fee.
- This course is limited to 1 student per agency. Training coordinators can contact Katie.Johnson@maryland.gov to add students to the wait list.

- All applicants for the MPCTC Rifle School Program must receive approval from their home agency in order to register for this training (online registration implies approval). Students wishing to attend the course outside of authorization from their agency will not be permitted.
- Applicants from any non-client agencies will be admitted to the class only if there are vacant seats remaining within 1 week of the first day of training. Interested persons can email a signed registration form with payment method indicated to Katie.Johnson@maryland.gov to be added to the wait list. Client Agencies are Maryland certified agencies under the regulated authority of the Maryland Police and Corrections Training Commissions (MPCTC).
- Students are required to bring: a M16/AR15 Rifle equipped with iron sights and a military style web sling with a metal keeper for length adjustment, 800 rounds of .223 Remington rifle and 100 rounds of handgun duty ammunition, duty belt with holster and service pistol. Students are required to bring note taking material. A manual will be provided during the program with an electronic copy given at the conclusion of the program.

FTF-Revolver Conversion (2-day)

The Firearms Training Unit has developed a new curriculum designed to further develop current firearms instructors. After the introduction of House Bill 218 (LEOSA) in 2005, agency firearms instructors are seeing more and more revolvers on their firing line. This is due to the fact that now retirees can come back and get their LEOSA permit to carry nationwide. Many of our older retirees carried revolvers when they were active and wish to do so in retirement. The problem this creates is that less and less current instructors are certified to teach revolver. If they aren’t certified in revolver, they cannot work a firing line with a revolver. This two day class will allow instructors to add the revolver to the list of weapons they are able to teach.
Please note:This course is only open to MPCTC client-agencies. Client agencies are Maryland certified agencies under the regulated authority of the Maryland Police and Corrections Training Commissions (MPCTC).
The Firearms Training Unit will be supplying the weapons, holsters, and speed loaders for each student. MPCTC does NOT supply ammo for this course!! Please ensure enrolled students work with their agency's procurement process in order to purchase the required ammo prior to attending this course. Students will need to bring 500 rounds of .38 special ammo, which can be hollow point, round nose, jacketed, or semi-wad cutter ammo. Do not bring Wad Cutter ammunition as you may have loading issues in the revolver when using speed loaders.
If you have a revolver you wish to use in the school, it will have to be pre-approved by Firearms Staff prior to the start of the school. No race guns! Contact JamieL.Green@maryland.gov with questions regarding weapons. Other equipment students will need for the class is a Sam Browne belt and belt keepers, along with note taking material. Please wear proper range attire, meaning no jeans or graphic t-shirts. BDU's and a logo shirts are preferred.
